Toggle expansion and collapse of details for all goals & initiatives

When I visit the goals or initiatives page, I often would like to be able to expand the details for all open items. This is often something found at the top of a list that does a global expansion or collapse.

    With the recent redesign of the goals and initiatives pages, this idea is no longer valid. As such, we will mark as "will not implement."

    Note that it is also possible to generate views from the Report-List page to show all details related to goals or initiatives.
