Provide ability to build a dashboard based off release milestones and phases.

  Thanks for the idea. This is already possible within existing reports. A couple of possibilities would be to use the Custom Roadmap: Release phases report. From the Custom roadmaps page, click Views -> Related views to find it. This view includes a product grouping by default and you have the flexibility to choose which products should be included using the Product name filter.

  Alternatively, you can add releases from any product to the Releases roadmap. These releases can then be expanded to view the detailed phases and milestones.
