Custom Ordering on Release Roadmap Merged

When managing the roadmap, it would be useful to drag and drop/change the order of the rows.  We may have particular phases  or milestones that we want to visualize on the roadmap close to each other without other phases/milestones getting caught in between.  This would allow a product manager to present the roadmap view in the most efficient / effective manner for their purpose.
