Enable administrators to disable notifications/ manually unsubscribe users from the idea

Some users have found it difficult to unsubscribe from the thread. Instead of explaining to them how to do this, it would be good to be able to manually unsubscribe them too. Also, although some users would like to know when someone else has added a comment, it would be good to disable some notifications, such as when someone else votes on the idea.

      Please include a way to bulk unsubscribe people from all notifications.
