Allow Product Owners to create scorecards

We have multiple products/product lines at various stages in the lifecycle. Therefore, the criteria for scoring features could be vastly different. Therefore it would be beneficial if Product Owners could create scorecards to be used for their products/product lines.

Enterprise+ customers can now create and assign custom roles for their users that allow for fine-grained permissions at the account level.
