Strategy Diagram should show releases without initiatives that are linked directly to Goals

Currently the Strategy Diagram requires a release to be linked to an initiative in order for the release to appear in the diagram. If a release is linked only to a goal it will not appear.

The Strategy Diagram should show releases that are linked to Goals, but that are not linked to any initiatives.
