Ability to change identity provider when adding a new user.

We need the ability for none admins to select the identity provider when adding a user to an Aha org.

When we create users from the feature board using the "invite and assign user" the user is always created defaulting to the internal Active Directory as the Identity provider. I need the users to be created using "Password" as the Identity Provider.

The user who needs to create these other users does not have admin rights and will need to create them from the Feature Board. Our current work around is to get a power user to go in after the users have been created to update the identity provider for the new user from Active Directory to Password.
