Make it easier to find list of features in a release

On release details, the number of features in the release is shown. This is a small link that will take you to a list of these features. However, it is easy to miss.

This should be moved to the new "Quick links" section so it is easier to find. Clicking this should take you to the features > list filtered to the selected release.
