Make fixed workflow transition enforcement optional for Jira integratations

Jira is our source of truth for synced items, so if Jira somehow allowed a status change to happen we don't want Aha! to [almost] silently ignore it. 

With the current behavior, any discrepancy makes Jira and Aha! grow apart and we really need Aha! to show the correct status. In other words, Jira and Aha! must be in sync and the warning in the logs without any actionable recourse is very painful.

So, if there was a checkbox at the Jira integration level that said something like "Always trust workflow transitions" it would make us whole.
