Restrict statuses/workflow for Ideas based on promotion status

What is the challenge?

I'd like to have the option to restrict statuses/workflow transitions based on promotion status or non promotion status of an Idea. Specifically, I'd like to turn off the currently default situation in which an idea can be "In Progress" without actually having been promoted to a feature.

What is the impact?

Allow for a simplified promotion / non-promotion flow without manually approving / checking that a promotion happened.

Describe your idea

I would like "promotion status" to be an available condition for the in-progress step of the Ideas workflow, in order to make the workflow support a simplified view where an idea being "in progress" means that it must have been promoted to a feature somewhere. If relevant decision-makers approve of an Idea, it should then be promoted/represented on roadmap as a "feature". If they don't approve of it and don't promote it, then it can go to a will not implement status.
