When a capacity conflict has been identified, it is cumbersome to go back and edit team capacity or move records' dates to try and resolve them. If there was a way to do this while staying on the capacity report page, it would make the process smoother.

The name of the idea doesn't quite match the use cases you shared, so I wanted to follow up and make sure we really understood your use case.
It's currently possible edit record dates from the capacity report:
You can also edit the team capacity from the report by selecting a team and clicking the "People" tab:
However, your idea name mentions editing the scenario configuration itself. I can certainly see how that is not easy to do from the report. Can you help me to better understand your use case?
