Who would benefit?

Everyone that uses the Ideas portals

What impact would it make?

It would allow us to see who specifically doesn't want an idea progressed.

How should it work?

Like many web based apps a don't like options should be available supported with some text input to explain why.

Then the vote counts would be the positives less the negatives.
