Ability to user custom templates to feature type descriptions or requirement descriptions

What impact would it make?

would allow for us to standardize on feature/requirement description based on the feature type selected when creating a new feature

How should it work?

When adding a new type, in description, + add template, select custom, then select the custom template you want to apply. (Same as when you manually select a template in a feature description)
