Allow note templates in any comment field

I would like to drop templates into any comment field. For example, my project management is using a fixed project charter. I can create a note template for the charter that allows project managers to just fill it in, but I would like them to be able to just select that in the "theme" field of a release. There are many more use cases throughout your platform to formalize work this way.

    Thank you for the idea!

    You can now add a template to existing records with the text editor toolbar, such as notes, feature descriptions, and comments.
