Add template content to any text field

Provide ability for me to provide default text in any text field, whether out of the box or custom, so as to drive standards and guidance on format. Right now it is hint text and immediately disappears once you type.

We want to give this guidance so that folks remember what info is needed - tooltips are not helpful because one someone figures out what to do, they seldom ever look at a tooltip.
