Ability to delete a user through the REST API Merged

The REST API provides the ability to create and modify (disabled) users but not to delete them. We now currently have around 500 disabled users resulting from terminations that take up bandwidth when listing users through the REST API. It is too combersome to try and delete all these disabled users through the UI and some of them should stay disabled (not terminated, but provisioned and awaiting a licenses.
