Provide an Initiative Prioritization view like the Feature and Idea Prioritization Views Merged

The recently delivered Ideas and Features prioritization capabilities are very intuitive and useful. By comparison the Initiative prioritization capabilities are lagging behind.

We have over 100 initiatives and the current "drag and drop to rank" functionality in the left-nav panel of the interface is painful to use if there are more than a handful of initiatives (you have to scroll and drag at the same time to change the rank, the auto-scroll is glitchy, so I end up performing multiple drag and drop operations to move the rank of a new initiative up one scroll bar at a time). It's also impossible to simultaneously compare information across initiatives that would inform the ranking.

I would propose an initiative prioritization interface that works just like idea and feature prioritization, including a collapsible scorecard ability to assign a numberic rank position and the ability to drag and drop within the table to re-rank the initiatives easily.
