Make JIRA webhooks URL specific

Currently JIRA webhooks function globally which means we cannot have separate webhooks with filters from multiple Aha workspaces to one shared JIRA project.

In this use case there is a large offshore team that is shared by several products within a platform portfolio. The offshore team is creating work in the JIRA environment and it is flowing to all the webhooks rather than to the webhook with the designated filter which makes importing a difficult manual process.

In the spirit of a tool should help automate a process not a process should be configured around a tool, this flexibility would go a long way toward supporting this type of shared team engineering project in JIRA.
