Push an idea to a portal

Would it be possible to push ideas to a portal, instead of having a portal that selects ideas out of a combination of workspace and idea visibility?

The use-case I would like to deploy consists of ad hoc portals for a specific list of users displaying a specific list of ideas, depending on the interest or expertise of the different participants or domain of the idea.
