Link Parent Initiative to a workspace goal

I would like to have a Parent Line Initiative that is linked to goals at children workspace level. Today- You can only link to goals that are at same level or higher. I would like the option to say that I have a parent line initiatives and that the children workspace goals are in support of that parent line initiative.

The only way to link these today is to use Record Link but I can't select "Belongs to" as a record link.
