Add the ability to read and write Goals and Initiatives for Releases via REST API

This can currently be done for features. This would be helpful for managing company-wide initiatives that affect a lot of products.

Update all Milestone dates

If I change a release date (which is most common needed simply because I screwed up when creating the release), I'd really like the ability to easily shift all milestone periods/dates rather than have to edit them one-by-one.
