Don't ignore special characters in alphabetical "Saved" and "Shared" View Lists

Allow dragging and extended of release on Home->Portfolio page

To aid ease of planning of portfolio releases, allow dragging and extending of releases to different times. This should reflect start and end time of the release schedule.

Reduce the list of entries in the "Category" dropdown on the "Add a new idea" form. I think "Needed by" is a bit pointless too
