Allow dragging and extended of release on Home->Portfolio page

To aid ease of planning of portfolio releases, allow dragging and extending of releases to different times.  This should reflect start and end time of the release schedule.

    The home portfolio screen is meant to be more of a place to view information, versus edit information.  As you may know, the Releases roadmap page is the best place to go to make any changes to release times. 

    Because of the capabilities available through the Releases page, we are unlikely to make changes to the home portfolio. We hope you can understand.
