Copy personas as a reviewer of higher level products, into a product that I am a contributor or product owner for

We want to use the upper levels to be our Hopper of personas that are managed by our design team. But we don't want users to be able to edit these unless they have Product Owner permission at that higher level. The idea is that when a product manager wants to share that persona with a product, they copy it down from the hopper into their offering. Or perhaps they copy personas from other offerings they are reviewers for
