Ability to get users onto the portal who cannot receive the initial sign up email Merged

As an AHA admin I want to be able to either manage user passwords or to be able to give them an initial randomly generated password that they can later alter if they wish to. This is because all our users are NHS clients and frequently sit behind firewalls that their IT depts will not modify to enable AHA email access. Consequently they are unable to receive the email inviting them to become users of the portal and cannot participate in the ideas portal.
