Do not reverse flag position next to Goal and Initiative names

When moving Goals and Initiatives around on the Effort/Value charts the flags seem to be moving from being to left of the text to the right of the text depending on quadrant. This makes items actually harder to quickly parse, especially if color coding is being utilized. Read text and then get to flag, rather than quickly look at flag color. 

Additionally, the drag and drop experience of the items is a bit frustrating as items don't go to the desired position when dragged around the quadrants.
