Enable fixed position of initiative on the chart based on Effort and Value inputs

At the moment the initiatives can be moved manually around the chart, no constraints. It would be very useful to have "enable a fixed positioning" option. For that to work, each initiative should have "mandatory value" and "mandatory effort" numeric value fields. And based on those inputs, it would draw a fixed position of the initiative on the chart, which can only be changed it the value/effort is updated.

0-100 value input already exists when uploading initiatives as csv file, so why not add it in the tool? Out team mates don't have much benefits from free movement of the initiatives, however an automated fixed position based on input fields would be super useful. Thanks :)
