Need the ability to add To-Do's to a Release Template

I need the ability to add ToDo's to a Release Template.

Currently I am able to add ToDo's to a Release Template, but only as part of a Phase/Milestone within a Release Template. This is less than ideal as these ToDo's are quite buried and overlooked by the Product Manager. By having the ToDo's at the Release level, it will elevate the visibility of these items.

Currently Release templates allow you to add To Do's to each phase, but do not allow you to add to the Release itself.
