Need the ability to add To-Do's to a Release Template

I need the ability to add ToDo's to a Release Template.

Currently I am able to add ToDo's to a Release Template, but only as part of a Phase/Milestone within a Release Template. This is less than ideal as these ToDo's are quite buried and overlooked by the Product Manager. By having the ToDo's at the Release level, it will elevate the visibility of these items.

The idea of having a to-do linked to a phase is great, but as long as it's not visible within the release itself, it's hard to track what has been completed or missed for the current release.
Additionally, when browsing "My Work," we are unable to filter to-dos by a specific release.
