Add Template Functionality to Master Release

Would like to be able to create Master Release templates that would be applied to a "Master Release" such as at the Product Line level.  The template would only apply to the Master Release NOT the Product releases under the master release; as asked for in APP-I-1542 . We use Master Releases for our platform releases (at the product line level) and need to manage GTM and our platform provider's release certification phases and milestones at the master release level. Without this we have to manually create over two dozen phases and milestones and their related ToDos manually for every platform release.
