Adjust functionality for moving roll-up and regular releases across workspaces and workspace lines

It is currently possible to move any release to a new workspace via the Bulk Edit feature. Both a roll-up release and a regular release can be successfully moved to a workspace via this option. There is no way to move a roll-up release to a workspace line currently.

Instead, roll-up releases should have the option to be moved to other workspace lines (but not workspaces) while regular releases should keep the ability to be moved to other workspaces (but not workspace lines).
