Roadmap history: Show when delivery risk flags were raised or removed

What impact would it make?

Teams often need to understand not just what records are currently at risk, but when the risk was raised (and by whom, when relevant) and when the risk was mitigated. This is especially relevant when a roadmap is being shared with a leadership audience that is not involved in day-to-day work management, but still needs insight into current levels of risk.

How should it work?

As a followup to the new "History" panel that is available on the features roadmap (https://big.ideas.aha.io/ideas/APP-I-1904), it would be helpful to add two additional types of change:

1. Record was flagged as "At risk" , indicating the risk was raised during the filtered time period

2. Delivery risk flag was removed, indicating the risk has been mitigated
