Support Advanced Custom Layouts in workflows for requirements

Who would benefit?

Product Managers and other roles managing requirements during the lifecycle of a product

What impact would it make?

In many cases (e.g. regulated products) once a requirement is formally approved, it cannot be updated unless it is transitioned to a "reopened" status. Allowing Custom Layouts (e.g. editable vs read-only) liked to the workflow status for requirements would support such scenarios.

How should it work?

It is already possible to define Custom Layouts for Requirements, as well as editing each status in workflows to assign custom layouts for Epics and Features.
This should be the same functionality but extended to Requirements. Having the option to select a Custom Layout for Requirements for any given status in a workflow would be sufficient.
