Add a 'Viewed' button to 'Idea's with vote's' area

Why is it useful? This is useful because we monitor the ideas so we do not end up with hundreds of ideas in this queue for an unlimited amount of time. So I know if everyone that is a stakeholder has at least viewed the idea.

Who would benefit from this? The Regulatory Adherence Analyst or other person who is responsible for manning this area and keeping it clean and making sure its moving along. Also, upper manager reviews this area so they would like to see an additional reasoning to help keep this clean.

How should it work? There should be a button you can click to see the names of everyone who viewed the idea, whether they voted or not. Then we know if everyone viewed the idea that was supposed to but maybe just decided not to vote
