Allow External Users to Request Access Merged

It would be great if we could allow potential external users with the link to our private Ideas portal to request access. Right now, users whose domain are listed as Internal Users can go to the link and self register. It would be great if people whose domains were not part of the internal users section could provide their information and have that go in the form of a request to the workspace portal admin(s) where it could either be approved or denied by the admin. These people would then automatically be added to the portal user list.
