Remove Portal Comments option when no Portals are set up
I have no Idea portals set up and yet I still have to click over to internal comments when adding a comment. This is one extra step every time I need to write a comment. If you don't have a portal, the portal comments shouldn't even be an option.
Or, have a setting where you can default to internal comments.

This is incredibly frustrating. It's confusing for internal users who don't know the difference, and now with the default leading to portal comments, people are posting in the wrong locations without knowing better.
It's a very difficult thing to train across departments and to enforce. There should be an easier way.
