Feature/Requirement estimate association impact on remaining estimate

When a feature has "Use requirements estimates" enabled and there are no requirements added, a feature estimate can be entered. However, capacity planning does not update the following:

1) When the Progress field is based on remaining estimate, it remains at 0%

2) When the status is changed to shipped, the remaining estimate does not change

For the above two items to be updated as expected, the "Use requirements estimates" needs to be disabled.

It would be helpful to update capacity planning to use the feature estimate when there are no requirements so the progress and remaining estimate update.
