Allow for estimates at Idea level

Why: Currently, ideas are only available at the Feature, Capability and Initiative level. We'd like to be able to tag teams for estimation earlier on before an idea is confirmed at a capability or feature level as roadmap worthy.

    Thank you for your idea. Many teams will currently use the idea score to provide an initial effort estimate on ideas. Given the current capability and other priorities, we are unlikely to add additional estimate capabilities to ideas at this time. We hope you can understand.
