allow epics and features to be independently defined, then attached to a release

currently, you must define a release first, and though you could use placeholders releases, you can’t create epic’s without having them be in a release……seems unnecessarily restrictive, why can’t Epics be created independently of release, then assigned to releases?

I get that the docs say that you can create a release for a given epic, if it’s going to run across multiple workspaces…..but that’s slightly different.

I propose a configuration item that allows epics and features to be created independently, then included in a release as needed, allowing the work itself to be independently define, and allowing other factors outside of the product to set the release definition and include the needed stuff.
