Display the "Description" field for dashboards above the dashboard panels

Dashboards can be shared with your stakeholders, which is great! You can currently add a description for your dashboard, but this is only visible in the drawer. It would be helpful to be make this description visible on the dashboard itself (perhaps above the dashboard panels) to make it easier for people reading the dashboard to have context.
