Idea Portal: Filter should not be removed when I switch between Recent, Trending and Popular

Problem:Whenever I switch between Recent, Trending and Popular I lose my selected focus (filter). Solution:Do not remove the selected filter until I click on the remove button ("X").

Ability to stack rank ideas

While the scoring mechanism for ideas is helpful, we would also like the ability to rank order the list of potential ideas as we work them through high-level design. Essentially, have the drag-and-drop capability for ideas that exists on features.
