Why Can't Reviewers access the Files Tab?

If Reviewers can access files at a feature, to-do, or comment level why can't they access the repository of all Files? It forces people to have to dig through the system to find things. Was it posted in the Feature.. In the comment - You have to search everything rather that just being able to access the complete list.
