Allow simple profile photo upload for ideas portal users Merged

Gravatar requires a WordPress account to use. Our customers do not want to sign up for an unneeded WordPress account to have a profile photo in our Ideas portal. This is preventing them from bothering to upload photos, which is really disappointing. This is an unnecessary complication for the portal users.
