User Audit/history show WHO was granted Product Owner/Contributor paid license and by WHOM Merged

We have many people who have been assggned Paid seat license when they are not supposed to be assigned one in first place

That is because we have multiple billing administrators, we are trying to cleanup that by having one central billing adminstrator

But AHA itself does not provide me an audit log of Who was granted a paid license and by Whom
