Manage group emails notification Merged

With an extensive amount of PL's and Products, need the ability to manage the amount and type of emails that are sent to Product Owners vs. Viewers which would reduce the volume of email from Aha.

    As an administrator, I need to be able to adjust other users notification settings.  Would be nice to be able to set up a new user and choose that they do not receive any Aha email notifications.  This is for our developer team that is still working in Jira.
