Allow custom time settings for capacity Merged

As a team that provides a lunch in the standard 9-5, we would like to be able to set the standard work day to 7 hours and the standard work week to 35 hours instead of the given 40 hr week - 8 hr day. This makes capacity planning pointless for us since that's also how we set time in JIRA. It throws off the values of the integration as well.
