Need the ability to clone Release Templates Merged

This is needed to rapidly setup up multiple Release Templates. We can have 6-10 Release 'types' depending on the Product Line. Each of those Releases share about 60% of the phases/milestones. I would like the ability to be able to create Release Template #1, then clone it, and modify the couple of different phases and save it as Release Template #2. Rinse and repeat.

Additionally, I would like the ability to 'promote' a Release Template from a Product to higher Product Lines. (Needed as a Product Owner might create a template, but they would not be able to 'share' it with other Product Lines/Products.)
