In reports, enable optional filtering

When running a report that includes more than one type of record (initiatives and features, for example), we'd like to be able to filter on the secondary record without losing primary records that don't have any data in the secondary record type. In the initiative-feature example, we'd like to filter on the status of features while still seeing all the initiatives that don't have any features at all. An outer join with a (NULL or ...) clause, as it were.

    The Hierarchy report will do this, but it is extremely limiting. We would much prefer the above suggestion to make pivot reports more powerful. A recent example is that, using the OKR functionality, I wanted to show company objective, team objective, and team key results. A couple of teams had not yes established KR's for their objectives -- poof! their objectives don't show on the report at all, when the desired behavior is to see the Team objective and blank KR's.
