Option to disable "add idea" (internal) functionality on ideas overview page (Aha! Ideas) Merged

What is the challenge?

• It must be strictly forbidden for internal employees to submit ideas/improvement requests.
  Request submission must only be possible through customer portals.

What is the impact?

• We would be able to disable this functionality for the workspaces, which do not allow internal/on-behalf submission of ideas/improvement requests.
