Improve bulk edit of custom fields to include safe removal Merged

What is the challenge?

• Bulk edits are useful for clearing custom field values, but don't currently consistently work across all custom field types.

What is the impact?

• It is hard to clean up custom field values.

• Improve the editing experience so clearing values is supported in a way that won't lead to accidental deletions.
