Ensure features and epics roll up to an objective/initiative pair

What is the challenge?

We've defined a set of objectives (goals) and a set of initiatives under each goal. But the UI allows epic and feature creators to select objectives and initiatives that are independent of one another.

What is the impact?

The rollup of Epics and Features into Objectives and Initiatives may not make sense if the Initiative selected is not a child of the selected Objective.

Describe your idea

Only allow the initiatives associated with an objective to be selected if the objective is defined first; only allow the objective associated with the initiative to be selected if the initiative is selected first.
